Definitions of disability

 

A disability is defined as the "limitation of a person's capacity to interact with the environment, caused by a deficiency generating incapacity, either permanent or not, leading to stress and showing moral, intellectual, social and/or physical difficulties. It reaches over 650 millions of persons, meaning 10% of the global population. According to the International Labor Organization (ILO), this figure is increasing, as a result in the increase of population, of the medical advantages and the aging process. More than 80% of the persons affected by a handicap live in countries having a degree of development not allowing the provisions of a protected statute of this disadvantaged category.

 
Disabilities must be regarded as a deprivation of a person's fundamental rights in the society, and the labor force field, represented by the population named "active" must support the integration of disadvantaged persons.

 
According to the National Authority for People with Disabilities (NAPD), out of approximately 650,000 persons with disabilities, less than 10% have access to the labor force market. The financial crisis has intensified this exclusion and the unemployment rate has evolved together with the national average.
